CLEVR and NEa nominated for Computable Awards 2026 for emissions trading portal

The nomination recognizes a digital government project that helps the Netherlands Emissions Authority turn complex and evolving climate regulation into secure, scalable digital workflows.

CLEVR and the Netherlands Emissions Authority (NEa) have been nominated for the Computable Awards 2026 in the government project category for the Emissions Trading Portal, a digital platform that supports the execution of emissions trading regulation and evolves alongside new legislation and operational needs.

The nomination recognizes a project that plays a central role in how NEa processes, verifies, and supervises emissions-related data. As the authority responsible in the Netherlands for implementing the European Emissions Trading System (EU ETS) and monitoring compliance with its obligations, NEa relies on digital systems that are accurate, secure, and adaptable to regulatory change.

Developed in collaboration with CLEVR on the Mendix platform, the Emissions Trading Portal helps NEa translate complex and changing legislation into practical digital workflows, supporting the submission, processing, verification, and supervision of emissions data. The platform integrates with systems such as the Chamber of Commerce and eHerkenning to reduce manual checks and paper-based or signature-heavy processes, without compromising on data quality, consistency, and operational efficiency.

“CLEVR has been working with NEa since 2019, helping build and evolve a digital landscape that supports the authority’s growing regulatory responsibilities,” says Michel van den Bempt, Business Consultant at CLEVR. “One of the most pressing goals was to create a solution that could keep pace with changing European and national legislation while maintaining consistency, security, and ease of use for everyone involved.”

What began as a key system for emissions trading has developed into a wider application landscape supporting NEa’s regulatory work across multiple domains, including capabilities related to workflow management, approvals, version comparison, identity management, and compliance-focused process support. The result is a secure and scalable environment that helps NEa manage increasingly complex responsibilities with greater efficiency and control.

“The Emissions Trading Portal has supported our operations and supervision for years,” Mark Bressers, Managing Director at NEa. “With the Mendix platform, we are able to translate new and changing legislation into digital applications that support implementation in practice. We are proud of how the portal and related applications have developed over the past few years and how they continue to support our work. That is why we submitted the portal for the Computable Awards.”
